This is a WW2 German dispatch leather bag for a motorcycle or bike.
It is waffenampt marked (You can see the top of the eagle...I can't show the rest)  but it looks like WaA14 under the eagle.
It is also marked as shown in photo #2
All the straps and buckles are present
A side leather loop is missing and there is some wear to the edge.  You can see both of these issues in the last photo
It measures approx. 15" x 7" x 5 1/2"
It has some scuffs and discoloration from age and use
